Inclusive Education Quality Management Based on Conception of Universal Design for Learning

Abstract. The paper aims to identify peculiarities of inclusive education quality management based on the conception of universal design for learning. The article presents the authors’ viewpoint on essence of inclusive education and on specificity of quality management in this sphere. Difference between the notions "special education" and "inclusive education" is revealed. The analysis of the current state of inclusive education quality management is conducted; the basic problematic areas are identified. Scientific originality of the study lies in the fact that the authors clarify the notions "quality management", "universal design for learning" taking into account inclusive education, develop diagnostic tools to assess the level of inclusive education quality management based on the conception of universal design in education. The research findings are as follows: the authors analyse the notion "inclusive education" and conclude that relevant problems of inclusive education quality management can be solved using principles of universal design for learning of children with special educational needs.
